Goals of Regulation To protect public health and welfare with the least possible cost and intrusiveness to the citizens and businesses of the Commonwealth.

To ensure that the general administrative and air quality program functions that support the Regulations for the Control and Abatement of Air Pollution (9 VAC 5 Chapters 10-80) are efficiently administered.

To establish provisions enabling the board and department to carry out source surveillance and compliance activities.
