Dry needle is part of acupuncture, PT wish to do acupuncture is welcome after who get full training as acupuncturist , and pass NCCOM examination and get acupuncture license, I oppose who practice acupuncture with leak training under the name of dry needle. Which will damage patient's benefit and health.
