Our osprey chicks are starving and dying.

I live on a  creek near Deale, Maryland. We're right on the Bay. Every summer, there are 3 osprey platforms with active nests on the creek. The nesting platform behind my house has had a nesting pair for 25 years.  Usually, 2 or sometimes 3, chicks make it to adulthood on that platform.  However, for the last 3 years, _none_ of the chicks have survived in any of the nests on the creek.  Zero.  The mother birds constantly call for the fathers to bring fish to feed the chicks and they are unable to. The mothers have a very distinctive call when they want food for the chicks. It's a constant cry for food.  I've heard reports from neighbors that they've seen ospreys  resorting to hunting birds, mammals and snakes on their property.  This a relatively new phenomenon and it's very sad.  I don't know if the menhaden fishing situation in VA is to blame. Maybe it is.  What I do know, is what I observe. The osprey chicks are starving and dying.  If it is over fishing, we need some limits that everyone can live with.  I think some common sense here is needed before its too late. Thank you.
PS - how about augmenting the Menhaden with invasive blue catfish?  There's no shortage of those beasts. They eat everything they can swallow and ospreys don't often catch them since they're bottom feeders and usually too large and too deep.
