Description The regulation protects the legal and human rights of all individuals who receive services in programs and facilities operated, funded, or licensed by the Department of Behavioral Health and Developmental Services.

Goals of Regulation To clearly articulate the human rights of every individual receiving care and treatment in facilities and programs licensed, funded, and operated by the agency.
To clearly articulate the responsibilities of providers of behavioral health and developmental services care and treatment in ensuring the rights of individuals receiving services, and any exceptions and conditions placed on these responsibilities.
To clearly articulate the complaint review and resolution process and to specify the procedures and time frames for the review of complaints of rights violations.
To protect the public health, safety, and welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.
