I think we can all agree that we want the Bay to be as clean as possible.  But we need to find a fair, intelligent solution.  Given the current stifling economic climate, restricting real estate development with these regulations will have far-reaching, painful effects on Virginia that shouldn't be ignored for the sake of shakey "science".  These regulations will drive down development, decrease employment, lower tax revenue, and eventually lead to increased taxes...with no guarantee that the Bay will be any cleaner in 10 years. 

We need a smarter solution, one that involves the entire Bay watershed and all of the pollutant contributers.  I find it difficult to believe that Virginia's real estate development contributes anywhere near a fraction of the phosphorous in the Bay that results from the fertilizer-laden runoff of the farms of Central Pennsylvania.  Virginia shouldn't place these economic shackles on itself when there is no proof that the Bay will be better off for it.
