Provide an exemption for "Retired Status"

I am nearly 61 years old and plan on retiring in the very near future.  I am a licensed PE in two other states that require CE units annually; in each case a "retired status" has been established for PEs beyond a specific age (generally 62).  Those in this classification are exempt from the annual CE requirements but have specific CE requirements if they return to full-time employment as PEs. Some sort of similar provision should be added to the VA rule or I expect a large number of retired PEs will simply  not renew their licenses if the CE requirement is too costly or burdensome.
