I have performed a cursory review of the proposed changes and find them to be an adequate step in the process of preventing/reducing the further pollution of our watershed. I therefor strongly recommend their adoption without further delay. Should the need for additional tweeking become necessary, that can be readily accomplished  after passage. We need to act now!
