Prohibitive costs, no relocation here, non-Ches-Bay watershed affected, agriculture not addressed

New approved BMPs won’t offset the doubled cost to develop, prohibitive for smaller firms. Businesses will choose MD & NC when told they will lose 20% of a lot or spend millions on water quality to build in VA. A statewide reg affects those OUTSIDE the Ches Bay watershed, like New River, which drains to the Mississippi, and has never had the current Ches Bay Act requirements. This plan encourages sprawl, w/o addressing #1: agricultural runoff.
