As an elected Director of the Tri-County/City Soil and Water Board I would like to express my views about the proposed regulation changes. 

I believe that the proposed changes are necessary and correct for Virginia.  For the past 20 years we have seen our rivers and bays degrade.  We cannot afford to let this problem go any further.  Stormwater currently accounts for over 20% of Virginia's  nitrogen and phosphorus  pollution to the Chesapeake Bay. STormwater pollution has increase over the last decade.  We have had a population growth of 8% and impervious surfaces have increased by 41%.  We can solve the problem of storm run -off pollution, but everyone must take part.   We cannot allow the development community to cry poor once again. We need clean water and this is a big first step.
