Finally, YES, YES, YES
 

Yes to benefits for "otherwise qualified" partners. This benefits many people. Those who can't marry, those who don't marry, those who have a partner in life that is not a spouse. Maybe even a parent?

Many companies offer partner benefits and this makes the many times lower salary that the state pays employees more attractive.
