I strongly oppose the measures suggested in this petition. Burdening shelters with additional paperwork will not help any animals, it will only detract from efforts to do so.

I am also very confused as to why a group located on the other side of the country (a group that does not shelter ANY animals) is making suggestions for Virginia policies. As a Virginian, I find this insulting and entirely inappropriate.
