The petitioner, Nathan Winograd, is not a resident of the state of Virginia and, as such, his petition should be dismissed.  He seeks to impose an unfunded mandate on both public and private shelters.

Virginia shelters already have strict scrutiny and regulation.  Transparency is already present in easily accessible public records.
