At this time in American history there is a need for qualified, competent compassionate clinicians to serve a large and diverse populations. Mental health and well-being has been strained in recent times by the worse economic downfall since the Great Depression and two long and protracted wars. It is difficult to find someone who has not been touched and although most people cope, some people need additional help. Not to mention those among us who suffer from endogenous mental health conditions, which add to the rolls of those seeking help.

  Why would the Commonwealth of Virginia seek to limit the number of trained and qualified clinicians who could provide counseling services to those in need?  What could possibly be the justificaiton for that?
