What does this all mean?

I'm writing in regards to the recent passing of the bills regarding assistants scaling.  I will make this brief as I know that MANY hygienists, dentists, and, hopefully, interested assistants have the same questions.  I am not in favor of the recent bills however they have been passed and we must conform.  Conform to what though?  A bill was passed with no guidelines in place.  I am concerned with negligent dentists allowing assistants to scaling without the prior training.  Dentists fought for the bill but there is no way to hold anyone accountable.  I worry for our patients that are under the care of these untrained employees.  I have worked for almost 20 years in the same practice.  I hold my doctors and patients in high regard and am committed to their care.  I have used my training and knowledge to treat my patients.  I fear the lack of thorough education of assistants will severely affect the reputation of hygienists and our careers.

I know there are so many other points being discussed but I just wanted to address a concern of mine.  Thank you for your time.
