I am in support of the proposed rule change. There is obviously a shortage of veterinarians in both Tennessee and Virginia and having worked with Dr Blackburn as a Veterinarian for the last year, he is certainly competent to work as a Vet in any state. It would be a shame to decrease availability of care for animals in his home state while awaiting for another year to pass.
