I oppose the proposal, as developed by VDOE's Office of Dispute Resolution and Administrative Services, to delete the term "Developmental Delay" from Virginia's special-education regulations.In my judgment this proposed change would harm disabled children throughout the state because it would become more difficult to insure uniformity and consistency.

I favor retaining the definition of "Developmental Delay" as it currently appears in the regulations.
