Purpose of the meeting
A public briefing, at 6:00 p.m., and public hearing, at 6:30 p.m. on a draft permit amendment for the Doswell Energy Center in Ashland. Doswell Limited Partnership has applied to amend the existing PSD permit to operate the simple cycle turbines at the Doswell Limited Partnership, Doswell Energy Center. The modification will combine the natural gas fuel limit for peak firing at CT1 (Unit 83) with proposed peak fire operations at CT-2 and CT-3 (Units 92 and 102 combined as a project) and will include minor revisions. The facility is classified as a major source of air pollution and is located at 10098 Old Ridge Road, Ashland, VA. The maximum annual emissions of air pollutants from the combined No. 2 fuel oil (no change) and all peak firing operation on natural gas (Unit 83, 92 and 102 combined) are expected to total 59.7 tons per year of nitrogen oxides (NOx), 18.8 tons per year of carbon monoxide (CO), 7.9 tons per year of particulate matter including condensable smaller than 2.5 micrometers in diameter (PM2.5), 16.2 tons per year of sulfur dioxide (SO2), 1.6 tons per year of volatile organic compounds (VOC), and 64,473.0 tons per year of greenhouse gas carbon dioxide equivalent (GHG CO2e). The applicant proposes to use Total heat input from the combustion of natural gas during peak firing in the simple cycle combustion turbines (ref. no. 83, 92 and 102) up to 256,077.0 mmBTU (HHV) per year. Modeling was previously conducted and demonstrates the proposed peak firing project is not the worst case and thus will not cause or significantly contribute to any predicted violation of any applicable National Ambient Air Quality Standards, Class II area PSD increment or Class I area PSD increment.
