Purpose of the meeting
A public hearing on a draft construction permit for Renewable Development, LLC to construct the INGENCO Bristol Plant; a landfill gas to electricity generating facility using compression ignition engines fueled with diesel fuel and landfill gas to generate a gross electrical output capacity of approximately 6.3 megawatts. The proposed facility will be classified as a major source of air pollution. The maximum annual emissions of air pollutants from the facility under the proposed permit are expected to be: 28.8 tons per year (tpy) of total particulate matter less than or equal to 10 microns (PM10), 28.8 tpy of total particulate matter equal to or less than 2.5 microns (PM2.5), 145.2 tpy of nitrogen oxides (NOx), 240 tpy of carbon monoxide (CO), 55.35 tpy of volatile organic compounds (VOC), and 2.5 tpy of sulfur dioxide (SO2). The applicant proposes to operate no more than 500 hours per year on diesel or biodiesel fuel with the remaining fuel requirement coming from landfill gas. The technologies that will be used to control the air pollution from the facility are turbocharging, aftercooling, air-to-fuel ratio control, enhanced tuning techniques, combustion control and good combustion practices. The applicant conducted a dispersion modeling analysis of proposed emissions of nitrogen dioxide, PM10, PM2.5 and CO. Results of the analysis demonstrate compliance with applicable national ambient air quality standards. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. The public comment period begins on August 22, 2013 and ends on October 10, 2013. An information briefing will be held before the public hearing beginning at 6:00 p.m.
