| Purpose of the meeting A public hearing on a draft significant amendment to the Doswell Energy Center Prevention of Significant Deterioration Permit for the simple cycle combustion turbine facility. The simple cycle combustion turbine facility is classified as a major source of air pollution and is located at 10098 Old Ridge Road, Ashland, VA 23005. The maximum annual emissions of air pollutants from the simple cycle turbine facility are expected to be: 9.5 tons per year of particulate matter (PM); 31.1 tons per year of PM10; 31.1 tons per year of PM2.5; 19.6 tons per year of sulfur dioxide; 102.2 tons per year of nitrogen oxides (as NO2); 39.9 tons per year of carbon monoxide; and 5.0 tons per year of volatile organic compounds. The applicant proposes to use a total heat input from combustion of: natural gas during peak firing not to exceed of 85,359 mmBTU (HHV) per year (100,000 BTU/scf of natural gas), natural gas at 100% design heat input not to exceed of 2,917,080 mmBTU (HHV) per year (100,000 BTU/100 scf of natural gas), and No. 2 distillate oil at 100% design heat input not to exceed 611,100 mmBTU (HHV) per year (138,000 BTU/gallon) in the simple cycle combustion turbine facility. Re-modeling was not a requirement of the amendment process and previous modeling is available for inspection in the original record. The public comment period begins on August 8, 2013 and ends on September 26, 2013. An informational briefing will be held prior to the public hearing beginning at 2:30 p.m. | |
