Purpose of the meeting
A public hearing to receive comment on a draft construction permit INGENCO Renewable Development, LLC. INGENCO has applied for a new permit to construct a landfill gas to electricity generating plant in Pulaski. The proposed facility will be classified as major source of air pollution. The maximum annual emissions of air pollutants from the facility under the proposed permit are expected to be: 146 tons per year of oxides of nitrogen; 160 tons per year of carbon monoxide; 58 tons per year of particulate matter less than 10 microns; and, 79 tons per year of volatile organic compounds. The facility will not be a major source of hazardous air pollutants based on a draft operating permit. The applicant proposes to use landfill gas as the primary fuel (approximately 630,720,000 CF/yr) with diesel or biodiesel for startup and other ancillary activities (approximately 30,307 gallons combusted per year). The technology that will be used to control the air pollution from the facility is turbo charging, inlet charge air cooling, de-watering, filtration and compression as well as good combustion practices. The estimated effect on air quality near the facility from the proposed project meets all air quality standards. DEQ accepts comments and requests for Board consideration by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. The public comment period began on February 10, 2013 and ends on March 28, 2013.
