| Purpose of the meeting A public hearing to receive comment on an application from Virginia Electric and Power Company for a permit to build the Brunswick County Electric Power Plant. The facility will be classified as a major source of air pollution and will be located at 20100 Governor Harrison Parkway, Freeman, Virginia. The maximum annual emissions of air pollutants from the facility are expected to be: 343.6 tons of NOx; 477.9 tons of CO; 51.1 tons of SO2; 314.2 tons of VOC; 218.0 tons of PM10; 217.6 tons of PM2.5; 30.4 tons of H2SO4; 5,341,291 tons of CO2e; 5.88 tons of formaldehyde; 0.16 tons of acrolein; 0.05 tons of cadmium; 0.06 tons of chromium; and 0.09 tons of nickel. The applicant proposes to use natural gas as fuel for the power plant. Modeling has shown that the proposed project does not cause or significantly contribute to a predicted violation of any applicable NAAQS, Class I or Class II PSD increment. Air emissions from the facility and associated iconstruction and industrial growth are not anticipated to adversely impact visibility, soils, or vegetation. The public comment period begins on January 2, 2013 and ends on February 19, 2013. An informational briefing will be held prior to the public hearing from 5:30 p.m. to 6:00 p.m. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. | |
