Purpose of the meeting
A public hearing to receive comment on a draft Major Source Construction Permit for Celanese Acetate, LLC. located near Narrows, VA. Celanese Acetate, LLC has applied for a permit to construct six new natural gas-fired boilers and shutdown seven coal-fired boilers. The facility is classified as a major source of air pollution and is located at 3520 Virginia Avenue near Narrows. The proposed project is subject to major new source review for carbon monoxide and volatile organic compounds, for which there are no increments. The maximum annual emissions of air pollutants from the new equipment are expected to be: NOx (333.3 tons/yr), CO (326.7 tons/yr), VOC (48.7 tons/yr), PM (22.1 tons;yr), PM10 (70.0 tons/yr). The applicant proposes to use approximately 17,692 million cubic feet of natural gas and 6.47 million gallons of distillate oil per year. The technologies that will be used to control the air pollution from the facility are good combustion practices. No adverse impact on air quality near the facility is expected from the proposed project. DEQ accepts comments and requests for Board consideration by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. The comment period begins on October 17, 2012 and ends on December 5, 2012.
