Purpose of the meeting
A public hearing to receive comments on a permit application from VEPCO to modify the Southampton Power Station’s primary boilers. The proposed modification to the existing PSD permit involves alterations to the two existing stoker boilers as well as replacement of the coal handling system with a biomass handling system to convert Southampton Power Station from a coal fired facility to a biomass fired facility for electric power and steam production. The facility is classified as a major source of air pollution and is located at 30134 General Thomas Highway in Franklin, Virginia. The only pollutant experiencing a significant net emission increase is carbon monoxide. Since there is no air quality increment for carbon monoxide, there will be no increment consumption and no significant deterioration of air quality. The maximum annual emissions of air pollutants from the facility are expected to be: 115.3 tons/yr of particulate matter; 102.9 tons/yr of PM-10; 98.0 tons/yr of PM-2.5; 42.7 tons/yr of sulfur dioxide; 43.0 tons/yr of volatile organic compounds; 413.9 tons/yr of nitrogen oxides; and 917.7 tons/yr of carbon monoxide. The expected effect on local air quality will be a maximum one-hour carbon monoxide concentration of 66.4 micrograms per cubic meter and a maximum eight-hour carbon monoxide concentration of 36.4 micrograms per cubic meter. These values are substantially less than the one-hour carbon monoxide National Ambient Air Quality Standard (NAAQS) of 2,000 micrograms per cubic meter and the eight-hour carbon monoxide NAAQS of 500 micrograms per cubic meter.
