Purpose of the meeting
A public hearing to receive comments on an application from VEPCO to modify major and minor source construction permits for the Altavista Power Station from a coal and coao/wood-fired electricity generating facility to a biomass-fired facility. The project is subject to major new source review for carbon monoxide. The minor new source review amendment is to implement conforming changes to the permitted facility for pollutants not subject to new source review for this project. The facility is classified as a major source of air pollution and is located at 104 Wood Lane in Altavista. The proposed project is subject to major new source review for carbon monoxide, for which there is no increment. The maximum annual emissions of air pollutants from the new or modified equipment are expected to be: SO2 (38.2 tons/yr), NOx (412.4 tons/yr), CO (916.4 tons/yr), VOC (43.2 tons/yr), PM (102.4 tons;yr), PM10 (71.7 tons/yr), PM2.5 (66.7 tons/yr). The applicant proposes to use approximately 800,000 tons/yr of woody biomass for fuel. The technologies that will be used to control the air pollution from the facility are fabric filters, flue gas desulfurization, selective non-catalytic reduction, staged combustion, and continuous fuel feed. No adverse impact on air quality near the facility is expected from the proposed project. The public may review the draft permits and application at the DEQ office named above or may request copies of the documents from the contact person listed below.
