| Purpose of the meeting The Department of Environmental Quality will convene the hearing to discuss a proposed revision to the Virginia State Implementation Plan (SIP). The revision consists of upgrading the motor vehicle emissions budgets for nitrogen oxides (NOX) using EPA's motor vehicle emission factor model (MOVES2010a) in order to help ensure that the Fredericksburg region can properly demonstrate transportation conformity.
