Purpose of the meeting
A public hearing to receive comments on an application from Chaparral (Virginia) Inc. to modify the electric arc furnace at their Dinwiddie, VA steel recycling facility. The facility is classified as a major source of air pollution and is located at 25801 Hofheimer Way in Dinwiddie County. The only pollutant experiencing a significant net emission increase is carbon monoxide. Since there is no air quality increment for carbon monoxide, there will be no increment consumption and no significant deterioration of air quality. The maximum annual emissions of air pollutants from the facility are expected to be: 137.0 tons/yr of particulate matter; 124.1 tons/yr of PM-10; 595.8 tons/yr of sulfur dioxide; 832.4 tons/yr of nitrogen oxides; 6541.1 tons/yr of carbon monoxide; 304.5 tons/yr of volatile organic compounds; and 1.49 tons/yr of lead. Except for carbon monoxide, the vast majority of these emissions were previously permitted and are unrelated to the proposed modification. The proposed modification will result in a maximum natural gas combustion increase of 131.4 million cubic feet per year. The expected effect on local air quality will be a maximum one-hour carbon monoxide concentration of 10,464.16 micrograms per cubic meter and a maximum eight-hour carbon monoxide concentration of 4,222.71 micrograms per cubic meter. These values are substantially less than the one-hour carbon monoxide National Ambient Air Quality Standard (NAAQS) of 40,000 micrograms per cubic meter and the eight-hour carbon monoxide NAAQS of 10,000 micrograms per cubic meter. The public comment period begins on October 19, 2010 and ends on December 2, 2010.
