| Purpose of the meeting A public hearing, convened by the Department of Environmental Quality, to receive comment on an application from MXI Environmental Services LLC to modify their ethanol recovery facility located in Abingdon, Virginia. The source is classified as a minor source of air pollution. The proposed modification to the source is for an increase in the allowable volatile organic compound (VOC) emission rate and for installation of equipment to control odorous emissions. The maximum allowable annual emissions of VOC from the facility under the proposed permit modification will be 64.94 tons per year. The technology that will be used to control odorous emissions from the facility is an oil/water separator in conjunction with an activated clay system. The changes are anticipated to have no adverse impact on air quality. The public comment period begins on August 21, 2009 and ends on September 21, 2009. An information briefing will be held beginning at 6:00 p.m. on the night of the public hearing. | |
