Purpose of the meeting
A public hearing on a draft construction permit from the Department of Environmental Quality for a major source in Pulaski, Virginia. James Hardie Building Prodcuts, Inc, has applied for a permit to modify their facility in Pulaski, Virginia. The facility manufactures cement fiberboard of various dimensions. The proposed amendment to the permit would allow the construction of a new board coating line at the facility. The proposed facility is classified as major source of air pollution. The maximum annual emissions of air pollutants from the facility under the proposed permit are expected to be: 71 tons per year (TPY) of volatile organic compounds and 12 TPY each of particulate matter and nitrogen oxides. The technology that will be used to control the air pollution from the facility is dry filtration and fabric filter for particulate matter. Low VOC coatings are also required. The estimated effect on air quality near the facility from the proposed project complies with all applicable standards. The public notice is scheduled to publish on July 12, 2009 in The Southwest Times. The public comment period will be from July 12, 2009 until August 27, 2009.
