| Purpose of the meeting A public hearing and information briefing convened by the Department of Enviroinmental Quality on an application from Pactiv Corporation for a modification of the Pactiv Corporation's minor new source review permit. The permit modification would allow the facility to modify the Insulation Board (IB) Line (E-6) by changing the blowing agents and increasing the capacity of a foam extruder. The changes in the blowing agent will result in the elimination of emissions of an ozone depleting substance and ethyl chloride, a hazardous air pollutant (HAP). The volatile organic compounds (VOC) emissions from IB Line (E-6) will be decreased from 289 tons/yr (tpy) to 111.4 tons/yr. Ethyl chloride emissions will be reduced by up to 150 lbs/hour. There will be no changes to other production lines at the facility. The proposed permit will also establish new emission limitations for “inside warehouse emissions” from existing warehouse storage operations which were not previously limited in the current permit. The maximum annual emissions of air pollutants from the entire facility under the proposed permit are expected to be: VOC – 502.7 tpy and Methanol – 27.6 tpy.
