Purpose of the meeting
A public hearing, convened by DEQ, on a minor new source review permit. Virginia Electric and Power Company has applied for a permit to construct and operate two hydrated lime storage silos and two activated carbon storage silos at their electric power generating facility currently under construction. The hydrated lime and activated carbon are to be used to control the emissions of sulfur dioxide and mercury (respectively) from the combustion of coal from the future power generating facility. The maximum annual emissions of air pollutants from the facility under the proposed permit will be limited to: 0.80 tons of filterable particulate matter (PM); and 0.72 tons of PM-10. The technology that will be used to control the air pollution from the silos is fabric filtration (baghouses). Air dispersion modeling of the entire electric power generating facility (incorporating the four proposed storage silos) predicts that there will be no adverse ambient air impacts. The public comment period begins on February 3, 2009 and ends on March 20, 2009. In addition, an informational briefing will be conducted prior to the public hearing. The informational briefing will being at 5:30 p.m.
