| Purpose of the meeting A public hearing to receive comments on a permit modification application from Cogentrix Virginia Leasing Corporation to modify their Portsmouth facility. There will be a significant decrease in emissions from this permit action and the expected effect on local air quality will be beneficial. The facility is increasing its permitted percent of fuel sulfur of coal but installing a flue gas desulphurization equipment to decrease sulfur dioxide emissions by 2,944 tons per year. Additionally, the facility is improving its monitoring plan and permit requirements to demonstrate compliance with the new sulfur dioxide limit on a continuous basis. An information briefing will be held 1/2 hour before the public hearing. | |
