| Purpose of the meeting Norfolk Southern has permanently shut down several coal-fired boilers that were subject to reasonably available control technology (RACT). Because the RACT permit is an approved part of Virginia’s state implementation plan (SIP), a SIP revision is now necessary to remove the permit from the SIP. DEQ is seeking comment on the issue of whether the now-obsolete permit should be removed from the SIP. | |
