Any changes that are made to regulations governing services and
opportunities for students served by our educational systems should reflect
the best thinking of specialized professionals who are trained to serve the
targeted population. This public forum has presented a vehicle for many
stakeholders and experts to state their views on the proposed regulations,
but one would hope that the process of regulatory change would be more
transparent and systematic in its inclusion of varying viewpoints before
making recommendations. I recommend that the current changes to the
regulations not be adopted and that a transparent, systematic process for
making recommendations that reflects the best thinking of critical
stakeholders and experts in the field of gifted education be developed and
implemented.
