My name is Janet Rife, the mother of Brian Rife, a 61-year old man who is disabled as the result of an auto accident in July of 1985.  I support the comments of The Arc of N. Virginia on this issue.  Brian's disability as the result of the traumatic brain injury he sustained in 1985 is profound, physically and mentally.  He needs all the hours of support he is currently receiving in the Group Home where he lives.  Thank you.
