VMRC needs to manage the Chesapeake Bay as an ecosystem, with a separate maximum mortality threshold.  This petition addresses management uncertainty and aims to conserve all species in the bay.  Reduction of effort inside the bay, by moratorium, will give scientists time to determine the acceptable biological catch while rebuilding ecosystem component species. The long-term benefits will far outweigh the short-term costs.
