What is the point of this rule? Another rule from a fringe element of society opposed to the very idea and existence of trans people. I am trans female, I have no interest in checking out other women's breasts or genitals in the locker room, I'm focused on changing. Women's restrooms are all stalled, no one can see what's going on in each stall. You're only in the area with the other women to wash and dry hands and check yourself in the mirror. This rule will only hurt transwomen and will force everyone in the restroom to consent to invasive genital checks, most often men, in order to relieve oneself.
Also, to make it fair, you would have to require trans men to use the women's restroom, because as some put it, they are 'biological females', and with all fairness to my trans brethren, I would not be comfortable with them in the women's restroom, nor would ciswomen. If Virginia wants to be in the 21st Century instead of the rest of the backwards old Confederate states, it will reject this rule, and invest in unisex, single-user restrooms that are family friendly and handicapped accessible.
