Do NOT require excluders - incentivize them, if you must do something
 

I have lived and crabbed in Virginia for over 20 years. I have NEVER had a turtle in one of my crab pots.  I'm happy to continue to pay extra for my recreational crabbing license so I can use my pots without the excluders.  I visited Maryland a couple of years ago and installed those excluders on my pots while visiting and caught VERY FEW CRABS. It was a wasted trip. 

This will ruin the professional crabbers in Virginia and it will also hurt the tourism industry in Virginia. 

How about incentivizing them instead?  I would pay more than I already do to use my pots without the excluders.  There's not much difference in price between the recreational licenses with and without the excluders.  There's a GREAT deal of difference between whether you'll catch any crabs with them versus without them.
