Goals of Regulation To protect the public's health, safety and welfare and the environmental from harmful results of the mismanagement of hazardous waste by its generators, transporters, storers, treaters, or disposers.

To ensure that the regulations are the least intrusive or burdensome to the regulated community consistent with the federal requirements and sound practice.

To provide a sound regulatory and programmatic basis for obtaining and maintaining authorization from the U.S. Environmental Protection Agency to operate Virginia's hazardous waste program.

To provide for the collection of minimum fees from the applicants for a hazardous waste permit to fund the efficient, timely and effective review of an applications.
