Description This regulation sets forth rules concerning the use of CTB-controlled parking lots and their surrounding vicinity, including prohibited actions, and those allowed with a permit.

Goals of Regulation VDOT seeks public comment regarding the following question: Does the regulation meet the following goals?

1. Protect the public's health, safety, and welfare with the least possible cost and intrusiveness to the citizens and businesses of the Commonwealth.
2. Ensure maximum utility of parking lots and environs to users.
3. Is the regulation written clearly and understandably?
