Goals of Regulation To protect public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To ensure that owners maintain their motor vehicles in compliance with emissions standards by requiring a periodic emissions inspection for the vehicles.

To prohibit emissions which would (i) contribute to nonattainment of any air quality standard or interference with maintenance of any standard or (ii) adversely impact public health and/or welfare.
