I agree in principle with Continuing Education, but not with such an ambiguous requirement that lacks fiscal aforethought.  Those drafting and reviewing this legislation need to consider the fiscal ramifications to the Commonwealth (selfish motive, I know).  For instance, VDOT has over 100 PE-required positions.  Training and travel (currently restricted due to budget shortfalls) for these positions will require a large investment - at what point does requiring CE become a poor business decision?  Similarly, consultant PEs working for the Commonwealth will surely pass these costs onto VDOT and other Departments.  Further, to provide such time-consuming training would inevitably lower productivity on the whole - just as VDOT's recent downsizing makes such an act more difficult.  Quality CE programs (which the current draft does not demand) provide credit on the order of 4 real hours:1 PDH - even at 8.0 PDH/year is a large loss in actual work.  In my opinion, the money would be better spent on building infrastructure with our current PEs.  Thanks for the opportunity to comment.
