The proposed regulations are not the most effective way to deal with non point source pollution. They apply a single standard to the entire Commonwealth which is inappropriate based on the varied environoment throughout the state. The new standards promote the use of large tracts of land thus discouraging the development of smart growth town centers which can utilize inovative, green SWM control techniques. In Sept of 2008 6 of the 9 TAC members asked that Part II be further studied.
We all agree on the necessity to clean up our rivers and streams and protect the Bay. These regulations are not the most effecitve way to accomplish that goal.
