In general, the ability to implement reasonable and sensible stormwater measures breaks down in many cases for small infill projects, leading to an excessive review process with expensive solutions. There needs to be more attention given to small site options such as pro rata monetary proffers for regional solutions that are needed and are more effective overall. Obviously, this approach would involve efforts from developers/owners working with communities to find alternative off-site solutions, and determine administrative proceedures for implementation. At this point, encouragement towards this type of solution would at least be a step in the right direction.
