As I understand the proposed regulation it might well bring about serious unintended consequences. While I generally favor steps to clean the bay, the added stomwater restrictions would tend to increase the land area required to complete a project. This in turn would increase sprawl as well as the cost of land, making home ownership more expensive and less available to lower income families. Surely ther are other possibilities with less negative impact.
