Do NOT pass the proposed regulations
 

The proposed stormwater regulations will NOT have the desired effect.  They do not address the correct issues which contribute most of the runoff problems, which is agricultural land.  Admittedly, the farmers do not have the money to install extensive BMPs to control their runoff.  Instead of tightening the runoff limits on developers, why not utilize the solution proposed by HBAV to collect fees from developers as credits and use the money to install better controls on farmland?

Also, the proposed regulations are likely to encourage sprawl.  Instead of using calculations based on acreage, the methodology should change to calculate based upon units or density.

Finally, the impacts upon Virginia's economy from these proposed regulations would be disastrous.  I firmly believe that we should NOT pass these regulations as proposed.
