These proposed regulations are a step in the right direction. I wish that they went further to allocate the costs to those who benefit from the lack of adequate protections, but this is a positive step. Please do not listen to those who argue that they will be burdened with new unjustified expenses. We have all been getting a free ride for far too long. It is time to pay the overdue bills.
