cleaning up the waters/land

One of the things needing to be addressed is the transporting of sludge down from NY and neighboring states, filled with arsenic, lead, and other industrial contaminants. This sludge is being poured freely on our Virginia lands, specifically farmlands, where they permeate the crops, soil and eventually end up in our systems and in the waters. There should be some regulation on sludge; some places have even outlawed them! Why can't we? Laboratory evaluation of sludge would not accurately identify all the would just be able to test a section of a huge truckload, and they come from multiple polluting industries. Why do we have to destroy our Virginia  land by absorbing other state's poisons?
