If Mandatory - Spread Requirements Out
 

If Continue Education requirements do become mandatory, then spread the requirements out over the registeration period not by year.  Quite a few States do this.  In other words if 12 credit hours are required per year but the registration license period is for two years, then require 24 credit hours be attainted within a given two year period.  That way this will provide some flexibility to the professional in the event he/she becomes ill or is out of the country for an extended period of time or has to serve in the military, or just cannot fulfiill the requirments in any given year, etc... .  By doing it this way it should also eleviate a potential log jam with DPOR as professional seek extensions as well as DPOR not having to censur the professional who fails to attain the minimum requirments so frequently

Also, I do believe that 16 credit hours per year is escessive and can be hard for a busy professional to attain.  Most of the States that I am aware of require only 12.  Twelve credit hours is pretty simple as it really only requires the professional to get one credit hour per month.  Most local associations usually offer lectures and seminars at least once a month, threrefore not placing an unnecessary burden upon the professional to seek education requirements elsewhere.  I know the AIA requires 18 credit hours a  year to remain active member, which I believe is ridiculous as this quite often forces the busy professional who are AIA members to have to attend the AIA National Convention or some other National or State Convention which can be costly , especially if you live in a rural area and am not able to easily collect education requirements locally.

Just my thoughts.  I'm not opposed to Continue Education requirements, just be reasonable with and how you require them.
