Separate designers from soil evaluators
 

Separate "designers" from "soil evaluators".

Effective July 1, 2009, onsite system designers (OSDs) should be licensed under the waterworks and wastewater works board (one level of designer).  Allow for a three-year interim license for current AOSEs; allow for a three-year licensure exemption for regulators.

For now, adopt emergency regulations for onsite soil evaluators (OSEs) under the professional soil scientist board.  (Or maybe this can be done memorandum of agreement between VDH and DPOR.)  These regulations (or MOA) should provide for the following: Automatic three-year interim license for those who are currently certified by VDH as AOSEs (expires June 30, 2012); interim license process for new onsite soil evaluators (expires June 30, 2012); three-year licensure exemption for regulators (expires June 30, 2012).

Before July 1, 2012, adopt permanent regulations under the Professional Soil Scientist (PSS) Board.  Currently certified PSSs will become licensed PSSs.  Interim OSEs will become licensed PSSs In-Training.  Both "levels" will be allowed to evaluate soils for onsite systems (i.e. both will be considered licensed onsite soil evaluators).

A single individual could be both a licensed onsite system designer (OSD) and a licensed onsite soil evaluator (OSE).

Maybe this is a poor idea but it's much better than what is currently proposed.
