There is a lot of talk on weather an OSE should be a CPSS.  The CPSS board does an effective job of qualifying soil professionals that are adequately training in identifying and describing soils.  By requiring a prospective OSE to first become a CPSS then this new DPOR license can focus on qualifying idividuals on drainfield design and the Sewage Handling and Disposal Regulations.

Now for the good part.  I have figured out a way to keep everyone in buisiness.  This is the way I believe the new DPOR Regs should be:

All existing AOSE's can obtain an Interim license. If you have an Interim license then you must take and pass the OSE exam before the end of the Interim period to become licensed. CPSS with one year onsite experience can qualify to sit for the OSE exam and become licensed. Future OSE would be required to be a CPSS w/ at lease one year onsite experience.

The issue will be what to do with current professionals training to become an AOSE. To help those working towards their AOSE now, as long as they complete the old AOSE experience requirements during this Interim license period they would qualify to sit for the OSE exam and become licensed.  Any new soil person wanting an OSE license must become a CPSS w/ at least one year onsite experience to qualify to sit for the OSE exam and become licensed.

Summary:

* CPSS w/ one year onsite experience qualify to sit for the OSE exam
and become licensed
* AOSE's qualify for an Interim license now and must pass the OSE
exam during the Interim period to retain license.
* Soil professionals who meet the existing AOSE experience
requirement during the Interim period can sit for the OSE exam and
become licensed.
* After the Interim period to obtain license: 1. Must be a CPSS 2.
Must have at least one year onsite experience 3. Pass the OSE exam

Also we do not need separate licenses to evaluate sites for conventional and alternative.
